About OTC
OTC was founded in 1964...
by a group of parents and volunteers to create employment services for adults and disabilities. Opportunities to develop the skills needed to enter the workforce were scarce.
50+ years later...
the OTC has grown from training eight individuals in the basement of a school to training over 500 individuals in a wide variety of vocational disciplines. Our services help adults with disabilities at work, home and beyond.

Isaac Manning
Executive DirectorIsaac Manning is the Executive Director of OTC Services. Since graduating from the University of Tampa in 1983 with a Bachelor of Science degree in Business Management with a dual major in Psychology, Isaac has spent decades working with individuals with disabilities. Starting as far back as high school, working as a camp counselor, Isaac knew that this was the field for him. Isaac joined the OTC in 1983 as an employment counselor and has held many titles, such as Business Development Manager for Benchwork Assembly and Recycling, Purchasing and Marketing Specialist, Director of Operations Government Contracts, and Director of Operations Recycling. Motivated by the opportunity to provide more opportunities for individuals with disabilities, Isaac is always excited to make use of his passion and unique perspective to assist others and take charge.
Karen Elliott
Assistant Executive DirectorKaren Elliot is the Assistant Executive Director of OTC Services. Karen has worked with the OTC for 40 years, holding various positions, such as Director of Professional Services and center supervisor for the adult training center. In addition to her work at the OTC, Karen serves on the board of advisors of the New Jersey Association of Community Providers and is a member of Access NJ and the Burlington County Disabilities Issues Committee. She has a Bachelor of Arts in Sociology and a Master of Arts in Counseling and Student Personnel Services from Trenton State College. Karen's Strength in project development and management skills allows her to help and advocate for the needs of the OTC.
Matthew Jugan
Director of Operations: Gov ContractsMatthew Jugan is the Director of Operations for Government Contracts at OTC Services. Matthew has worked his way up through the ranks of the OTC since he started as the janitorial supervisor in 1999. Throughout the years, he has advanced to FMO Manager, Vocational Case Manager, and Quality Control Manager for Government Contracts up to his current position. He received a special recognition award for his help in revamping the Time Study process and implementing the Compu-Clean Quality control software. Additionally, he was recognized for his role in starting the janitorial contract with Burlington County. Matthew is incredibly proud of the number of positions and jobs that he has been able to help create for individuals with disabilities. For Matthew, being a productive member of a community he is passionate about is why he gets up in the morning.
Susan Whited
Director of Professional ServicesSusan Whited is the Director of Professional Services at OTC Services. She was recently promoted to this position, having previously held the Director of Residential Services role. She has a Bachelor's Degree in Business Administration from the University of Delaware and a Masters's Degree in Education from Holy Family University. She is motivated by her passion for helping her community and dedicates herself to her job to do so. Susan is an animal lover and an avid Eagles fan outside of work.
Risa Petrie
Human Resource DirectorRisa Petrie is the Human Resource Director of OTC Services. Before she joined the OTC team, she worked as HR Director for HCR ManorCare and HR Manager for Samaritan Hospice. She has been with the OTC as HR Director since 2017. She is proudest of her achievements in converting manual systems and forms of HR to electronic ones and developing remote learning and orientation. In her free time, she likes to spend time outdoors, especially going hiking or to the beach.
Jon Patrick Charles
Corporate Compliance OfficerJon Patrick Charles is the Corporate Compliance Officer at OTC Services. Patrick joined the OTC in 2022 and has over ten years of senior-level management experience in for-profit and non-profit organizations. Receiving his Bachelor of Arts in Psychology from Kean University and Masters from Phoenix University, Patrick demonstrates leadership in managing financial expectations, fundraising, strategic planning, and organizational risk management. He is responsible for the OTC's federal, state, and local compliance oversight, policy development, licensure, and quality assurance. Outside the OTC, Patrick sits as Board Director for the Williamstown Chamber of Commerce. Additionally, Patrick is a leadership consultant and provides coaching to businesses and individuals. In his free time, Patrick enjoys jazz music and playing tennis.
Tim Whelihan
General Manager: RecyclingTim Whelihan currently holds the position of General Manager at OTC's Recycling Center. As an electrician by trade, he initially entered the workforce in the newspaper business before successfully transitioning to OTC. Over the course of his decade-long tenure at OTC, he has served in roles such as Plant Operations Manager and Maintenance Facilities Manager. Tim is known for his approachability and actively ensures visibility and accessibility to all team members. He firmly believes in gaining firsthand experience in diverse roles to understand the challenges associated with each position. Outside of work, Tim derives joy from watching football games with his family, participating in hiking adventures, and enjoying fishing activities.
