Contracts under
the Javits-Wagner-O'Day Program are by far, the most
successful programs available for both the trainee and the
general public. The reason for the success within JWOD is the
fact that trainees are paid wages based on the prevailing
federal wage determination and are provided a stipend towards
the purchase of health and welfare benefits. As a result,
trainees who were once dependent on programs such as Social
Security and Medicaid are able to become independent tax
paying citizens within their communities.
A recent report conducted by the O.T.C. found the total
economic impact of the O.T.C.'s 125 trainees in JWOD to be
approximately 1.2 million dollars annually. This economic
impact is the result of reductions to programs such as
Medicaid and Social Security as well as the trainees
contributions to same and state and federal taxes.
The Javits-Wagner-O'Day
Program, (JWOD),
targets product and service contracts, within the federal
government, for transfer to non-profit agencies which provide
job training and employment for individuals with disabilities.
JWOD contracts enable individuals with disabilities, who were
once dependent on federally or state funded programs, such as
Social Security and Medicaid, to become self-sufficient, tax
paying workers in a community based job setting.
In 1994, the O.T.C. secured
it's first JWOD program when awarded a contract for food
services at Falcon Dining Hall on McGuire AFB. The program,
which provides job training to more than 45 individuals with
disabilities, is the single largest JWOD contract in New
Jersey.
Realizing the enormous benefit
for disabled individuals within JWOD programs, the O.T.C. was
awarded JWOD custodial contracts for the Camden and Trenton
Federal Courthouse Buildings.
Supportive contracting
officials at McGuire, who were pleased with the work at food
services, continued to expand the O.T.C.'s involvement on
base. In 1995, the O.T.C. was awarded JWOD contracts for
custodial services at McGuire's Daycare Center and a basewide
recycling contract. An additional custodial contract at
McGuire AFB was awarded to the O.T.C. in January, 1996. The
JWOD basewide custodial contract encom- passes more than 100
buildings on base.
The O.T.C. further expanded
it's job training diversity when awarded a JWOD contract for
Clerical Support Services at the General Service
Administration's (GSA) Northeast Distribution Center.
The potential for success
within JWOD Programs is enormous as individuals with
disabilities are paid wages based on federal wage
determinations and are provided health and welfare benefits. |
